(c) Preserve agricultural lands for long-term use. The department of research and <br />development, in partnership with the planning department and the department of finance, <br />shall explore tools to protect agricultural lands for long-term use, including conservation <br />easements, agricultural parks, and long-term leases. <br />(d) Strengthen local food systems. The department of research and development shall support <br />initiatives such as farm -to -school programs, institutional purchasing, community gardens, <br />and food hubs that connect local food producers with residents and institutions. <br />(e) Invest in shared agricultural infrastructure. The department of research and <br />development shall support work with farmers, cooperatives, and community organizations <br />to establish or expand shared -use facilities and strengthen local food production and value- <br />added enterprises. <br />(f) Promote Hawaii Island agricultural products. The department of research and <br />development shall establish and maintain distinct "Made on Hawaii Island" and "Grown <br />on Hawaii Island" designations to strengthen market recognition and consumer trust. <br />(g) Expand access to capital for agriculture. The department of research and development, <br />in partnership with the department of finance, shall expand access to capital for agricultural <br />operations and food system enterprises. <br />(h) Support agricultural water systems. The department of water supply shall evaluate <br />opportunities, where feasible and appropriate, to support agricultural water access and <br />irrigation infrastructure in coordination with State agencies. <br />(i) Support small and emerging farmers. The department of research and development and <br />the department of water supply shall assist small and emerging farmers in accessing <br />affordable water, shared infrastructure, and technical assistance in coordination with State <br />partners. <br />(j) Advance agricultural biosecurity. The department of research and development, in <br />coordination with relevant State agencies, shall support biosecurity initiatives including <br />early detection, education, response coordination, and invasive species mitigation affecting <br />agricultural lands and food production. <br />Article 5. Film, Media, and Creative Industries. <br />Section 2-5-1. Policies. <br />(1) Film, media, and creative industries are key to Hawaii Island's economy and identity. <br />The County supports locally rooted film, media, and creative industries, as contributors of <br />economic diversification, cultural expression, and career pathways. <br />(2) How Hawaii Island is portrayed matters. Media created on or about Hawaii Island <br />should accurately and respectfully reflect the island's culture, history, people, and lived <br />realities, recognizing the influence media has on public understanding and perception. <br />12 <br />
