(2) Permitting is clear, consistent, and service -oriented. County review processes should <br />provide predictable requirements, timely review, and clear communication while upholding <br />health, safety, and environmental standards. <br />(3) Construction capacity is essential to meeting island needs. A strong, locally based <br />construction sector is critical to delivering housing, infrastructure, public facilities, and <br />disaster recovery projects in a timely and cost-effective manner. <br />(4) Local manufacturing strengthens economic self-reliance. Small- and medium -scale <br />manufacturing should be supported to reduce reliance on imports and strengthen local <br />supply chains. <br />(5) Local production requires appropriate and affordable space. The County should <br />support access to properly zoned and serviced spaces for light industrial and production <br />uses. <br />(6) Entrepreneurship and local ownership matter. The County should support entrepreneurs <br />and locally owned businesses as drivers of innovation, job creation, and community wealth, <br />with an emphasis on sectors that meet local needs and build long-term economic stability. <br />(7) Skilled trades are essential to a strong local economy. The County should support <br />workforce pathways that strengthen construction, manufacturing, and skilled trades <br />capacity. <br />Section 2-6-2. Actions. <br />(a) Improve permitting systems to reduce unnecessary cost and delay. The department of <br />public works, in partnership with the planning department, shall continue to modernize and <br />coordinate permitting systems to reduce duplication, clarify requirements, and shorten <br />review timelines, while maintaining health and safety standards. <br />(b) Support cost -reducing construction innovation. The department of research and <br />development shall support pilot projects that explore cost -reducing and resilient <br />construction methods. <br />(c) Advance a circular manufacturing economy. The department of research and <br />development, in partnership with the department of environmental management, shall <br />support circular economy initiatives that convert waste streams. <br />(d) Promote Hawaii Island -made goods. The department of research and development shall <br />maintain and promote a "Made on Hawaii Island" designation to improve market visibility <br />for locally produced goods. <br />(e) Connect local businesses to markets. The department of research and development shall <br />support opportunities that connect local producers with local and regional markets. <br />(f) Expand technical assistance for entrepreneurship and trades. The department of <br />research and development shall expand access to technical assistance for entrepreneurship, <br />manufacturing, and skilled trades. <br />(g) Strengthen work -based learning opportunities. The department of research and <br />development, in partnership with educational institutions, labor organizations, industry <br />14 <br />
