(3) Productions should approach Hawaii Island as a living place, not just a backdrop. <br />Film, media, and creative productions shall operate in a culturally respectful, <br />environmentally responsible, and community -conscious manner and prioritize local <br />participation where feasible. <br />(4) Local people and businesses should benefit directly. Productions should prioritize local <br />talent, labor, vendors, and services whenever feasible, contributing to workforce <br />development and the local creative economy. <br />Section 2-5-2. Actions. <br />(a) Simplify and clarify how productions work on the island. The department of research <br />and development shall maintain a streamlined assistance and navigation function for <br />productions. <br />(b) Provide a clear County point of contact. The film office shall serve as the County's <br />primary liaison for film, media, and creative productions, providing guidance on <br />permitting, locations, workforce resources, cultural awareness, and community <br />coordination. <br />(c) Set clear expectations for responsible production. The film office, in collaboration with <br />cultural practitioners and community partners, shall develop and maintain: <br />(i) A Media Code of Conduct outlining culturally, socially, and environmentally <br />responsible practices; and <br />(ii) A Local Resource Guide identifying Hawaii Island -based talent, businesses, and <br />services. <br />(d) Build local creative careers and Hawaii Island storytelling. The department of research <br />and development shall work with educational institutions, nonprofits, and creative <br />organizations to support training, mentorship, and business development for local creatives <br />and shall prioritize County support for local media projects that tell Hawaii Island's stories <br />and reflect community perspectives. <br />(e) Use public assets intentionally. When County facilities, lands, or resources are used to <br />support media or creative activity, departments shall ensure such use aligns with General <br />Plan policies, community benefit, and responsible stewardship of place. <br />Article 6. Construction, Manufacturing, and Entrepreneurship. <br />Section 2-6-1. Policies. <br />(1) The County should act as a facilitator, not only a regulator. For large publicly sensitive <br />development projects, the County should play a proactive role in convening developers, <br />regulatory agencies, and the community to support coordination and communication while <br />maintaining regulatory boundaries. <br />13 <br />
