REPORT OF THE COMMITTEE ON GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS DATE: March 3, 2026 PLACE: Council Chambers Hilo, Hawaii TIME: 9:06 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Re: Comm. No. 750 Your Committee on Governmental Operations and External Affairs, to which was referred Communication No. 750, reports as follows: Communication No. 750, transmitted by Mayor C. Kimo Alameda, dated February 12, 2026, requests the Council's review and confirmation of the nomination of Edwin B. Guzman to the Veterans Advisory Committee. Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce Mr. Guzman, who was also present in the Hilo Chambers. Committee Members Matt Kaneali`i-Kleinfelder, Ashley L. Kierkiewicz, and Dennis "Fresh" Onishi spoke in favor of the appointment and offered support in various ways. Committee Chair Jenn Kagiwada asked Mr. Guzman if he was aware of the meeting schedule and can commit to attending upcoming meetings. Mr. Guzman answered affirmatively. Pursuant to Chapter 15, Article 7, Section 15-61 of the Hawaii County Code, members of the Veterans Advisory Committee shall be appointed by the Mayor and confirmed by the Council. Your Committee on Governmental Operations and External Affairs is in accord with the purpose and intent of Communication No. 750, and recommends confirmation of the appointment of Edwin B.
