REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: March 3, 2026 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 9:06 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 750 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Communication No. 750, reports as follows: <br />Communication No. 750, transmitted by Mayor C. Kimo Alameda, dated February 12, 2026, <br />requests the Council's review and confirmation of the nomination of Edwin B. Guzman to the <br />Veterans Advisory Committee. <br />Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce <br />Mr. Guzman, who was also present in the Hilo Chambers. <br />Committee Members Matt Kaneali`i-Kleinfelder, Ashley L. Kierkiewicz, and Dennis "Fresh" Onishi <br />spoke in favor of the appointment and offered support in various ways. <br />Committee Chair Jenn Kagiwada asked Mr. Guzman if he was aware of the meeting schedule and <br />can commit to attending upcoming meetings. Mr. Guzman answered affirmatively. <br />Pursuant to Chapter 15, Article 7, Section 15-61 of the Hawaii County Code, members of the <br />Veterans Advisory Committee shall be appointed by the Mayor and confirmed by the Council. <br />Your Committee on Governmental Operations and External Affairs is in accord with the purpose <br />and intent of Communication No. 750, and recommends confirmation of the appointment of <br />Edwin B.
