-4 0 <br />J�t <br />COUNTY OF HAWAIJ STATE OF HAWAIJ <br />RESOLUTION NO. <br />A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN <br />INTERGOVERNMENTAL AGREEMENT WITH THE STATE OF HAWAIJ, OFFICE <br />OF PLANNING AND SUSTAINABLE DEVELOPMENT, TO RECEIVE A GRANT FOR <br />THE 34 RAINBOW DRIVE AFFORDABLE HOUSING PROPOSAL TO BE USED BY <br />THE OFFICE OF HOUSING AND COMMUNITY DEVELOPMENT. <br />WHEREAS, Section 46-7 of the Hawaii Revised Statutes requires the consent of the <br />Council in order for the County to enter into an agreement with the federal government or any <br />other public body respecting action to be taken pursuant to any of the powers granted to the <br />County by law and furnish, expend, and receive any funds or other assistance in connection with <br />projects being or to be undertaken pursuant to those powers; and <br />WHEREAS, the State of Hawaii, Office of Planning and Sustainable Development <br />(hereinafter, "OPSD"), has authorized $ 1,000,000 in federally derived funds to be provided to <br />the County as a grant for the 34 Rainbow Drive Affordable Housing Proposal (hereinafter, the <br />"Project"); and <br />WHEREAS, the Office of Housing and Community Development (hereinafter, <br />"OHCD") wishes to enter into an agreement with OPSD to receive these grant funds; and <br />WHEREAS, on May 26, 1999, the County was conveyed 24.947 acres of land, which <br />included the former Hilo Memorial Hospital (hereinafter, the "Hospital"), by Executive Order <br />No. 3773, for the purposes of government offices and community services; and <br />WHEREAS, the conveyed land is identified as 34 Rainbow Drive, situated in South Hilo <br />and further identified as Tax Map Key No. 2-3-026:008; and <br />WHEREAS, since 2019, the Hospital has been used to provide homeless services, <br />including temporary and permanent housing; and <br />WHEREAS, OHCD initiated the Project in 2022 with goals to renovate the Hospital, <br />which was built in the 1920s, and to redevelop portions of the remaining property to establish an <br />affordable housing area; and <br />WHEREAS, this affordable housing area will complement homeless services and <br />provide housing for individuals employed within the nearby health services corridor located on <br />Waianuenue Avenue; and <br />WHEREAS, funds from this grant will be used for planning and engineering design for <br />roadways and utility improvements to interior areas of 34 Rainbow Drive; and <br />
