Costa, Housing Administrator ATi� <br />t <br />F <br />D� <br />RE: <br />COMMUNICATION FOR RESOLUTION 497-26 — AUTHORIZING THE <br />MAYOR TO ENTER INTO AN AGREEMENT WITH HUD TO RECEIVE <br />GRANTS FOR PROJECTS IN THE 2026 ANNUAL ACTION PLAN <br />Transmitted herewith is the above -entitled communication for the Council's review and <br />consideration. <br />The Office of Housing and Community Development (OHCD) has prepared an informational <br />packet relating to the discussion of Resolution 497-26 for your upcoming Governmental <br />Operations and External Affairs committee meeting on April 7, 2026. <br />The OHCD is requesting authorization and approval of the attached Resolution which authorizes <br />the Mayor to execute and submit the 2026 Action Plan and other related documents to the U.S. <br />Department of Housing and Urban Development (HUD) by the May 15, 2026 deadline. <br />The County's 5-year Consolidated Plan (2025-2029) is a required strategic document for the <br />County of Hawaii to receive federal program funds from HUD. It identifies the County's <br />housing and community development needs, setting priorities to support low- and moderate - <br />income households. The plan also outlines how federal resources will be utilized to meet its <br />housing, special needs, homeless, and community development goals in a way that improves the <br />availability and affordability of decent, safe and sanitary housing within a suitable living <br />environment. <br />The 2026 Annual Action Plan represents year 2 of the 202572029 Consolidated Plan contains the <br />projects and activities to be carried out with Community Development Block Grant (CDBG) and <br />Emergency Solutions Grant (ESG) funds. <br />17275caah <br />Comrtl.
