Introduction <br />Hawaii County (County) engaged in consultation with a variety of entities and stakeholders during the <br />preparation of the CP and during each subsequent Annual Action Plan (AAP). Outreach efforts included <br />public meetings, stakeholder meetings, technical assistance meetings, and formal and informal <br />consultations. <br />The County initiated the citizen participation process for the 2026-A <br />hearings held in August 2025.
