4. Mental Health Kokua — Hale Amau ADA Renovations: The non-profit Mental Health <br />Kokua requests funding to support renovations at a 24-hour supervised group home in Hilo <br />serving ten adults with serious mental illness. Improvements will enhance accessibility, <br />safety, and long-term habitability. <br />5. West Hawai'i Domestic Violence Shelter — Security Improvements: The non-profit Child <br />and Family Services will address critical security upgrades at the West Hawai'i Domestic <br />Violence Shelter, including perimeter fencing repairs, privacy slats installation, replacement <br />of an inoperable security entry gate, perimeter lighting, and installation of an intercom and <br />security camera system. Ensuring the safety and security of shelter residents and staff is a <br />fundamental priority for the facility and is essential to maintaining a secure and supportive <br />environment for survivors of domestic violence. <br />6. Administration, Planning & Fair Housing: CDBG funds will be used to administer, <br />coordinate and monitor all CDBG projects from project implementation in accordance with all <br />applicable HUD rules and regulations until project close out and monitoring for five to twenty <br />years to ensure compliance with CDBG program national objectives. CDBG funds will also <br />be used to fund present and future planning documents in accordance with federal rules. No <br />County funds are used to administer the CDBG program. <br />The CDBG project amount for all projects may change to accommodate the actual amount of <br />grant funds or program income received or if there are any cancelled project(s) or <br />reprogramming of CDBG funds. In its efforts to expedite and timely implement its projects, the <br />County of Hawai'i may utilize County funds for the Pahoa and Pahala Fire Station acquisition <br />projects to incur pre -award cost under the CDBG program that will not exceed 25% of current <br />CDBG allocation. This is in accordance with the CDBG regulations 24 CFR 570.200(h)(1), <br />Reimbursement for pre -award costs. <br />EMERGENCY SOLUTIONS GRANT (ESG) PROGRAM <br />The ESG Program funds are an allocation to the County directly from the U.S. Department of <br />Housing and Urban Development. The County of Hawai'i anticipates receiving a 2026 allocation <br />of ESG funds which is estimated to be $270,000.00. The primary objective of the ESG program <br />is to (1) engage homeless individuals and families living on the street, (2) improve the number <br />and quality of emergency shelters for homeless individuals and families, (3) help operate these <br />shelters, (4) provide essential services to shelter residents, (5) rapidly rehouse homeless <br />individuals and families, and (6) prevent families/individuals from becoming homeless. <br />The County coordinated with the local continuum of care, which is Community Alliance Partners, <br />to create a list of priorities for this funding source. A Request for Proposal (RFP) process began <br />in September of 2025. One proposal was received. After the selection committee reviewed and <br />scored the proposal, HOPE Services Hawaii, Inc. Rapid Rehousing Program was selected for <br />2026 ESG funding. <br />2300haah <br />
