Exhibit A i <br />2026 Action Plan Project List <br />COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM <br />The County of Hawai'i is anticipated to receive an estimated $2,600,000.00 for its annual 2026 <br />CDBG allocation. Under the CDBG program, grants or loan assistance may be used by eligible <br />public agencies, private non-profit organizations, and Community Based Development <br />Organizations for eligible activities provided that these activities either 1) principally benefit low - <br />and moderate- income families, 2) aid in the prevention or elimination of slums and blight, or 3) <br />meet other community development needs having a particular urgency. <br />In addition, the County anticipates receiving $100,000.00 of program income from the <br />Residential Repair Program (RRP) for a total of $2,700,000.00. To meet the County's five (5) <br />year 2025-2029 Consolidated Plan (CP) priorities and objectives, the following projects will be <br />included in the 2026 Action Plan (AP). Note that project amounts may change to accommodate <br />the actual amount of grant funds or program income received. <br />2026 CDBG Projects Amount <br />1. Pahoa Fire Station — Brush Truck Acquisition $ 440,000.00 <br />2. Pahala Fire Station — SCBA Mobile Compressor and Tow Vehicle Acquisition $ 445,000.00 <br />3. YWCA of Hawai'i Island — Developmental Preschool $ 750,000.00 <br />4. Mental Health Kokua —Hale Amau ADA Renovations $ 425,000.00 <br />5. West Hawai'i Domestic Violence Shelter — Security Improvements $ 100,000.00 <br />6 Administration Planning & Fair Housing $ 540,000.00 <br />Total $2,700,000.00 <br />Proiect Summaries <br />1. Pahoa Fire Station — Brush Truck Acquisition: The Hawai'i County Fire Department will <br />acquire one brush truck for the Pahoa Fire Station, located in a low- and moderate -income <br />census tract. Brush trucks provide critical wildfire response capability in remote and <br />inaccessible areas, improving fire suppression, structural protection, and quicker response <br />times for rural communities. <br />2. Pahala Fire Station — SCBA Mobile Compressor and Tow Vehicle Acquisition: HFD will <br />acquire a mobile self-contained breathing apparatus (SCBA) compressor unit with trailer and <br />tow vehicle to serve the Ka'u region. The unit will provide critical support for firefighting <br />operations by allowing on -site refilling of air tanks during extended emergencies, reducing <br />delays associated with traveling to distant refilling stations. <br />3. YWCA of Hawaii Island — Developmental Preschool: The non-profit YWCA will utilize <br />CDBG funds for the Phase 2 construction of a new developmental preschool at its <br />downtown Hilo location. This project is part of a long-term master plan to modernize the <br />YWCA facility, expand preschool capacity, add a commercial kitchen, and improve services <br />that support low- and moderate -income women, children, and families. <br />2300huh <br />
