Exhibit C <br />Request for Proposal Process <br />The County distributes its federal grant awards through a Request for Proposal (RFP) process <br />for the Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) <br />programs. This competitive process ensures that funded projects align with the priorities and <br />objectives outlined in the County's 5-year Consolidated Plan, meet the requirements of each <br />funding program, are eligible for funding, and can be implemented in a timely manner. <br />For PY2026, a public notice announcing the availability of CDBG and ESG funds and the <br />issuance of the RFP was published in local newspapers and on the Hawai'i County website. <br />Public hearings were held in August 2025 to provide program information and inform interested <br />parties about funding availability. Proposal applications were available from September 1, 2025, <br />through November 14, 2025. <br />COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG <br />To evaluate and rank project proposals, the Office of Housing and Community Development <br />(OHCD) has developed and utilizes a project selection system. A selection committee consisting <br />of three reviewers evaluates each project proposal. Projects are assessed based on the <br />following criteria: <br />• Extent and seriousness of the identified needs <br />• Results to be achieved <br />• Consistency with Consolidated plan priorities <br />• Project timeline <br />• Environmental considerations <br />• Site selection standards <br />• Additional actions needed to implement the project <br />• Funding and budget impacts <br />• Applicant's experience and qualifications <br />Projects must meet the CDBG program eligibility requirements and receive at least 50 percent <br />of the total possible points to be considered for funding. Eligible projects are scored, totaled and <br />ranked in order of points awarded. Project proposals that do not meet the threshold <br />requirements are deemed ineligible and not ranked. <br />Based on the final ratings, the OHCD contacts each applicant to determine whether the project <br />can be completed with the recommended funding amount. <br />EMERGENCY SOLUTIONS GRANT (ESG) <br />The selection committee reviews, ranks, and scores each ESG application according to an <br />established scoring rubric. Projects are awarded funding based on their ranking. <br />In accordance with ESG regulations, up to 7.5 percent of ESG funds may be used for the <br />County's administration of the program. Of the remaining funds, up to 60 percent may be <br />allocated for emergency shelter operations and street outreach activities, while a minimum of 40 <br />percent must support rapid rehousing and homelessness prevention programs. <br />2302haah <br />
