Chapter 6, Element 6.1, is amended by amending the following language: <br />"The General Plan outlines policy guidance for directing the County's growth and <br />development. [While two Plan i somprehensive and " prw,,ide ., heli4:" and integrated <br />appreaeh, :t is limited :; term" R f "eope and "n f reea i . ] This General Plan shall guide <br />regulatory, fiscal, and infrastructure decisions and shall be implemented through <br />enforceable mechanisms, including ordinances, the capital improvement budget, and <br />administrative procedures. This General Plan is grounded in the understanding that many <br />of the County's greatest challenges cannot be solved with policy, regulation, or <br />independent action. It greatly impacts the daily lives of Hawaii Island residents by <br />shaping community development, infrastructure, and resource management. The General <br />Plan guides decisions on housing, transportation, and public services, ensuring that they <br />align with the island's unique cultural, environmental, and economic needs." <br />4. Chapter 6, Element 6.2, Section 6.2.4, is amended by adding the following language: <br />"Functional Plans shall be required for all major infrastructure systems, including but not <br />limited to water, wastewater, transportation, and solid waste, and shall include: <br />• Level of service standards; <br />• Capital improvement needs; <br />• Climate and hazard resilience requirements; and <br />• Equity and access considerations." <br />Chapter 6, Element 6.3, is amended by adding the following language: <br />"6.3.2 Fiscal Impact Accountability <br />All maior capital proiects and development approvals shall include a fiscal impact <br />analysis, evaluating lifecycle costs and maintenance obligations." <br />2 <br />
