It greatly impacts the daily lives of Hawaii Island residents by shaping community development, infrastructure, and resource management. The General Plan guides decisions on housing, transportation, and public services, ensuring that they align with the island's unique cultural, environmental, and economic needs." 4. Chapter 6, Element 6.2, Section 6.2.4, is amended by adding the following language: "Functional Plans shall be required for all major infrastructure systems, including but not limited to water, wastewater, transportation, and solid waste, and shall include: • Level of service standards; • Capital improvement needs; • Climate and hazard resilience requirements; and • Equity and access considerations." Chapter 6, Element 6.3, is amended by adding the following language: "6.3.2 Fiscal Impact Accountability All maior capital proiects and development approvals shall include a fiscal impact analysis, evaluating lifecycle costs and maintenance obligations." 2
