He explained there may be a risk for next year's funding as well. <br />Member Kierkiewicz asked how much annual funding was expected. He said it is about <br />$2.7 million. She then asked what determined the formula for the funding amounts. Mr. Shiroma <br />said it was based on census data, including population and poverty levels. Member Kierkiewicz <br />asked about affordable housing production. Mr. Shiroma then explained that through these grant <br />funds they cannot do vertical construction. He explained that they could help with other <br />infrastructure. She asked if that included things like a wastewater treatment facility or a water <br />system, but not the actual construction. Mr. Shiroma said yes. Member Kierkiewicz said that was a <br />helpful clarification. J <br />Committee Member Dennis "Fresh" Onishi asked Mr. Shiroma how closely his OHCD section <br />works with the other departments. Mr. Shiroma said that they do public meetings and they also <br />send letters out to the other Departments and Council Members seeking input and requests. <br />Member Onishi said that in the past the Parks and Recreation Department received funds to meet <br />the ADA requirements. He asked why they weren't included again as many facilities are still not <br />ADA compliant. Mr. Shiroma said that the funding projects were included in the past due to an <br />ADA lawsuit and that currently they do not have any applications from the Parks and Recreation <br />Department for additional funding for those sorts of projects. Member Onishi asked about the <br />cesspool conversions. Mr. Shiroma said that he believed the OHCD Administration was planning <br />on using the affordable housing production funds for those projects. Member Onishi requested a <br />breakdown for the funds for OHCD administrative expenses. Member Onishi also asked if there <br />were any other applicants for the Emergency Solutions Grant. Mr. Shiroma said that no, it was <br />only HOPE Services for their "Rapid Re -Housing" program. <br />Committee Member Heather L. Kimball asked if the Home Improvement Loan program was being <br />funded through other means.
