UNITED STATES POSTAL INSPECTION SERVICE (9). TASK FORCE OFFICER (TFO) - DESIGNATION Pursuant to the provisions of 18 U.S.C. § 3061 and as delegated, and by agreement with your employing agency, you are hereby designated a Postal Inspector Task Force Officer (TFO) without additional compensation. This designation, for the performance of such duties as outlined below, will be in effect while you remain in your present position and location, unless revoked at an earlier date. In performing the duties of a TFO, you will be subject to guidelines, directives, and instructions of the U. S. Postal Service (USPS) and U.S. Postal Inspection Service (USPIS). TFO Status: TFOs must average at least 24 work hours per week on USPIS investigations each month to maintain their TFO status. TFOs shall be governed by their employing agency's policies concerning time and attendance. TFOs may obtain overtime pay for hours worked in excess of their contractually required hours per shift with their parent agency or for work in excess of 40 hours per week. To qualify for overtime reimbursement, all overtime hours must be worked on USPIS investigations. All TFOs must be domiciled in a USPIS domicile permanently staffed with at least one postal inspector barring an exception from the Chief Postal Inspector. TFOs must obtain and maintain a favorable adjudication at the Background Investigation — High Risk (BI) level. 13. Authorities Granted: The following duties are authorized for the TFO: Carry a firearm, in accordance with federal law, that he or she is authorized and qualified to carry by his or her parent agency while on duty. Execute and serve orders, search warrants, arrest warrants, subpoenas, summonses, and other processes issued under the authority of the United States, in accordance with laws administered and/or enforced by USPIS. Make arrests without warrant for felonies cognizable under the laws of the United States if they have reasonable grounds to believe that the person to be arrested has committed or is committing such a felony. Perform other law enforcement duties which may be authorized under 18 U.S.C. § 3061. Make seizures of property as provided by law.
