Kimball, Council Member <br />Council District 1 <br />SUBJECT: Recommendations for Waiwai Nonprofit Grant Organizations <br />for FY 2026-2027 <br />Enclosed for your review and consideration are the Legislative Approvals and Acquisitions <br />Committee (LAAC) recommendations for FY 2026-2027 appropriations for grants to nonprofit <br />organizations totaling $2,515,000. These recommendations were made after reviewing all <br />eligible applications provided by the Department of Finance via Communication No. 752.1. <br />In accordance with Chapter 2, Article 25, Section 2-139(a)(1)(A) of the Hawaii County Code, <br />$2,500,000 has been appropriated for FY 2026-2027 Waiwai grant-in-aid awards. By the <br />application submittal deadline on January 31, 2026, the Department of Finance received one <br />hundred sixty-eight (168) applications. Forty-nine (49) were determined ineligible due to <br />incomplete packet information. A total of one hundred nineteen (119) applications were deemed <br />eligible, with funding requests totaling $4,820,000. <br />For comparison, in 2025, there were one hundred sixty-eight (168) eligible applications <br />requesting a total of $6,657,500, of which the Council fully funded fifty-eight (58), totaling <br />$2,520,000. <br />On March 3, 2026, at a meeting of the LAAC, an Ad Hoc Committee was formed to review <br />applications and make award recommendations. The Ad Hoc Committee consisted of Council <br />Members James Hustace, Jennifer Kagiwada, Council Chair Holeka Goro Inaba, and me, serving <br />as Committee Chair. <br />Comm.
