Kimball, Council Member Council District 1 SUBJECT: Recommendations for Waiwai Nonprofit Grant Organizations for FY 2026-2027 Enclosed for your review and consideration are the Legislative Approvals and Acquisitions Committee (LAAC) recommendations for FY 2026-2027 appropriations for grants to nonprofit organizations totaling $2,515,000. These recommendations were made after reviewing all eligible applications provided by the Department of Finance via Communication No. 752.1. In accordance with Chapter 2, Article 25, Section 2-139(a)(1)(A) of the Hawaii County Code, $2,500,000 has been appropriated for FY 2026-2027 Waiwai grant-in-aid awards. By the application submittal deadline on January 31, 2026, the Department of Finance received one hundred sixty-eight (168) applications. Forty-nine (49) were determined ineligible due to incomplete packet information. A total of one hundred nineteen (119) applications were deemed eligible, with funding requests totaling $4,820,000. For comparison, in 2025, there were one hundred sixty-eight (168) eligible applications requesting a total of $6,657,500, of which the Council fully funded fifty-eight (58), totaling $2,520,000. On March 3, 2026, at a meeting of the LAAC, an Ad Hoc Committee was formed to review applications and make award recommendations. The Ad Hoc Committee consisted of Council Members James Hustace, Jennifer Kagiwada, Council Chair Holeka Goro Inaba, and me, serving as Committee Chair. Comm.
