Dr. Holeka Goro Inaba, Council Chair and the Members of the Hawaii County Council April 30, 2026 Page 2 On March 31, 2026, eligible applications and the grading rubric were distributed to all Council Members for scoring. On April 28, 2026, in compliance with Hawaii Revised Statutes Section 92-2.5 and Hawaii County Code, Chapter 2-25, the Ad Hoc Committee met to review scored applications and finalize award recommendations. Attached hereto as "Exhibit A" are the Ad Hoc Committee's recommendations for fiscal year 2026-2027. In addition, "Exhibit B" provides a list of the Waiwai Grant Applicants that were not recommended awards. "Exhibit C" provides figures depicting the distribution of FY 2026-27 Waiwai nonprofit grant funds across Areas Served, Age Groups Served, Primary Services and Activities Provided, the CHANGE Framework, and Focus Areas within CHANGE Framework sectors. For purposes of proportional analysis, each program's total requested funding was evenly divided among all selected items within the applicable category. In the absence of more detailed allocations, this approach assumes an equal distribution of funds. Figures where funding has been proportionally allocated are denoted with an asterisk (*). I would like to thank our Council Members for their service, as well as our staff and Council Services, for supporting an efficient Ad Hoc Committee process. I also extend my gratitude to Finance Director Diane Nakagawa, Lisa Tada, and the Finance Department staff for their assistance in processing the applications. It has been an honor and a privilege to serve as Chair of this Ad Hoc Committee. I respectfully request that this communication be agendized for the LAAC Committee meeting scheduled for May 19, 2026.
