Dr. Holeka Goro Inaba, Council Chair <br />and the Members of the Hawaii County Council <br />April 30, 2026 <br />Page 2 <br />On March 31, 2026, eligible applications and the grading rubric were distributed to all Council <br />Members for scoring. <br />On April 28, 2026, in compliance with Hawaii Revised Statutes Section 92-2.5 and Hawaii <br />County Code, Chapter 2-25, the Ad Hoc Committee met to review scored applications and <br />finalize award recommendations. <br />Attached hereto as "Exhibit A" are the Ad Hoc Committee's recommendations for fiscal year <br />2026-2027. In addition, "Exhibit B" provides a list of the Waiwai Grant Applicants that were not <br />recommended awards. <br />"Exhibit C" provides figures depicting the distribution of FY 2026-27 Waiwai nonprofit grant <br />funds across Areas Served, Age Groups Served, Primary Services and Activities Provided, the <br />CHANGE Framework, and Focus Areas within CHANGE Framework sectors. For purposes of <br />proportional analysis, each program's total requested funding was evenly divided among all <br />selected items within the applicable category. In the absence of more detailed allocations, this <br />approach assumes an equal distribution of funds. Figures where funding has been proportionally <br />allocated are denoted with an asterisk (*). <br />I would like to thank our Council Members for their service, as well as our staff and Council <br />Services, for supporting an efficient Ad Hoc Committee process. I also extend my gratitude to <br />Finance Director Diane Nakagawa, Lisa Tada, and the Finance Department staff for their <br />assistance in processing the applications. <br />It has been an honor and a privilege to serve as Chair of this Ad Hoc Committee.
