COUNTY OF HAWAI`I <br />ORDINANCE NO. <br />STATE OF HAWAI`I <br />BILL NO. 159 <br />AN ORDINANCE TO INITIATE AN AMENDMENT TO ARTICLES III, V, VI, VII, VIII <br />AND X OF THE CHARTER OF THE COUNTY OF HAWAVI (2024 EDITION), <br />RELATING TO THE ESTABLISHMENT OF A BIENNIAL OPERATING BUDGET <br />AND CAPITAL BUDGET. <br />BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAVI: <br />SECTION 1. Purpose. The purpose of this ordinance is to amend the Charter of the <br />County of Hawaii to transition the County's budget process from an annual budget cycle to a <br />biennial budget cycle. Under the proposed amendments, the County would adopt an operating <br />budget and capital budget covering a two-year period, with provisions for adjustments during the <br />second year of the biennium through a supplemental operating budget. This change is intended to <br />align the budget process with multi -year planning and capital programming, provide greater <br />continuity in funding for County operations and infrastructure, provide insulation against <br />revenue and expense disruptions, provide greater budget transparency, and allow for more <br />efficient allocation of administrative and legislative resources in the development and review of <br />the County's budget. <br />SECTION 2. Article III, section 3-18, of the Charter of the County of Hawaii (2024 <br />Edition) is amended by amending subsection (c) to read as follows: <br />"(c) The county auditor shall submit [gal] a biennial budget and a supplemental <br />budget to the county council. The county auditor on behalf of the county council <br />shall hire the necessary staff for which appropriations have been made by the <br />county council." <br />SECTION 3. Article V, chapter 1, section 5-1.3, of the Charter of the County of Hawaii <br />(2024 Edition) is amended to read as follows: <br />"Section 5-1.3. Powers, Duties and Functions. <br />The mayor shall be the chief executive officer of the county vested with all the <br />executive powers of the county, except as otherwise provided by this charter. The mayor <br />shall have the power to: <br />(a) Through the managing director supervise and coordinate all executive <br />agencies of the county, except as otherwise provided by this charter. <br />
