52. According to §2-136, "public purpose" is defined as a benefit to, improvement of, or promotion of the <br />interests in the following areas. In 2,000 characters or less, describe the measurable outcomes you aim to achieve with these <br />funds. <br />Vibrant Hawai'i aims to deliver clear, measurable outcomes that strengthen Hawaii Island's disaster readiness and <br />response capacity through the Resilience Conference. The program will train 150-200 participants, supporting both <br />participant reach and completion, while also advancing workforce readiness by certifying and preparing participants in <br />core response functions to create a larger pool of trained individuals ready for immediate deployment. In addition, it <br />will strengthen Resilience Hub capacity by ensuring participating Resilience Hubs have at least 2-3 trained <br />representatives, improving each hub's ability to activate, manage operations, and coordinate with partners during an <br />emergency. The conference will also emphasize operational application by conducting scenario -based exercises in <br />which participants successfully demonstrate role -based competencies, including communication protocols, resource <br />coordination, and safety decision -making. Through these outcomes, the Contingency Relief Funds translate into <br />increased local capacity, stronger coordination systems, and a more prepared, connected community capable of <br />responding effectively in the critical hours, days, and months following a disaster. <br />
