REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: May 4, 2026 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 2:00 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 825/Res. No. 518-26 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Resolution No. 518-26, reports�as follows: <br />Resolution No. 518-26, transmitted by Council Member Holeka Goro Inaba, via Communication <br />No. 825, dated March 24, 2026, amends the Rules of Procedure and Organization of the Council of <br />the County of Hawaii by repealing Rule No. 7 and adding a rule relating to permitted interaction <br />groups. <br />This resolution replaces ad hoc committees with permitted interaction groups. <br />Member Inaba began by explaining that this resolution repeals mentions of "ad hoc committee" <br />and replaces it with "permitted interaction groups" which is the correct terminology per the <br />Hawaii Revised Statues. He added that when a permitted interaction group is created the motion <br />will include the scope of the investigation as well as the chairperson and members of the group <br />being created. <br />Committee Member Heather L. Kimball asked for more clarification regarding what motions are <br />required to create and close file on these permitted action groups. Member Inaba explained that the <br />process that brings the discussion still stands and that there is one formal motion made to establish <br />who is serving and what the scope is. <br />Committee Member Ashley L.
