REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: May 4, 2026 Re: Comm. No. 856/Res. No. 546-26 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 2:00 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Resolution No. 546-26, reports as follows: <br />Resolution No. 546-26, transmitted by Assistant Corporation Council J S. Yoshimoto, via <br />Communication No. 856, dated April 8, 2026, authorizes the Mayor to enter into a right -of -entry <br />agreement with the State of Hawaii, Department of Transportation, to access a portion of <br />Tax Map Key: 2-9-002:080 for the Hakalau Stream Bridge Rehabilitation Project. <br />Mr. Yoshimoto began by explaining that there was a typographical error and that they were <br />requesting an amendment to this resolution. Committee Member Holeka Goro Inaba introduced an <br />amendment via Communication No. 856.1, which would correct the error. Resolution 546-26 was <br />amended to Draft 2, with eight "ayes," with Committee Member Dennis "Fresh" Onishi absent. <br />Committee Member Heather L. Kimball mentioned a half an hour documentary created by the <br />Department of Transportation called "Hakalau Bridges Across Time". She encouraged everyone to <br />watch it and stated that she hopes that the Department of Transportation will consider creating <br />similar videos regarding historical structure projects.
