MEMORANDUM OF AGREEMENT <br />MOA [NUMBER] <br />BETWEEN <br />THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM <br />AND <br />THE COUNTY OF HAWAII DEPARTMENT OF RESEARCH AND DEVELOPMENT <br />I. This MEMORANDUM OF AGREEMENT (hereinafter "MOA" or "Agreement") is <br />entered into as of the date of execution between the DEPARTMENT OF BUSINESS, <br />ECONOMIC DEVELOPMENT, AND TOURISM, a principal department of the State of <br />Hawaii (DBEDT), by its Director, whose business address is 250 S. Hotel Street, Suite 500, <br />Honolulu, Hawaii 96813, and the COUNTY OF HAWAI`I DEPARTMENT OF <br />RESEARCH AND DEVELOPMENT, a department of the County of Hawaii (R&D), whose <br />business address is 25 Aupuni Street, Room 1301, Hawaii 96720. <br />II. RECITALS <br />A. Whereas, the Kona Low storm event of March 13—March 27, 2026 caused <br />material economic and physical damage to small businesses operating within the <br />County of Hawaii, creating an urgent need for targeted relief assistance; <br />B. Whereas, the State of Hawaii has appropriated funds to DBEDT to support <br />economic recovery activities in response to the Kona Low storm event; <br />C. Whereas, DBEDT seeks to partner with R&D to administer the Kona Low <br />Business Recovery Program (Program) — a grant program providing immediate, <br />one-time relief to eligible Hawai'i Island small businesses that sustained material <br />economic or physical damage from the Kona Low storm, modeled on the proven <br />Impact Grant Program framework; <br />D. Whereas, R&D, through its annual administration of the Impact Grant Program <br />has demonstrated the operational infrastructure, program expertise, and <br />established outreach networks necessary to administer this Program effectively <br />and with due diligence; <br />E. Whereas, this is an interagency/intergovernmental agreement between a State <br />department and a County of Hawaii department; <br />F. Whereas, funds are available to support this Agreement in adequate amounts; and <br />G. Whereas, DBEDT is authorized to enter into this Agreement pursuant to <br />applicable Hawaii Revised Statutes. <br />NOW, THEREFORE, in consideration of the mutual promises contained in this Agreement, <br />DBEDT and R&D agree as follows: <br />
