III. SCOPE OF WORK <br />R&D shall perform the following work in establishing, administering, and managing the Kona <br />Low Business Recovery Program (collectively, the "Work"): <br />A. Program Administration. Plan, direct, and manage all program functions of the <br />Kona Low Business Recovery Program in accordance with the Program <br />Framework, Eligibility Criteria & Administrative Guidelines prepared by R&D <br />(Program Guidelines), as may be amended by mutual written agreement of the <br />parties. <br />B. Application Platform. Deploy and maintain a secure cloud -based grant <br />management platform for all application submissions and document uploads. <br />C. Eligibility Review. Conduct an application review process: <br />• Completeness & Eligibility: Staff review for completed applications, required <br />documentation, eligibility requirements, and compliance. <br />• Confirmation of damage from Kona Low storms through (filed damage <br />assessments with photos and or insurance claim filing) <br />• Review of last fiscal year IRS tax filing and most recent year-to-date financial <br />statements <br />D. Grant Disbursement. Disburse approved grants within thirty (30) days of <br />application approval, in the following two-tier flat -fee structure, determined by <br />the applicant's most recent filed annual gross revenue and employ 500 or less <br />employees: <br />• Tier 1 — $5,000 (annual gross revenue under up to and including $250,000) <br />• Tier 2 — $10,000 (annual gross revenue over $250,000— up to $5,000,000) <br />Tier placement is determined by R&D based on verified tax return <br />documentation. Applicants may not self-select their tier. Only one application is <br />permitted per Taxpayer Identification Number (EIN/TIN or SSN), covering all <br />associated DBAs. <br />E. Outreach & Marketing. Conduct marketing and community outreach through <br />social media, press release, County website, radio, in partnership with regional <br />chambers, ethnic chambers, and community partner organizations. Translation <br />assistance shall be provided for applicants whose primary language is not English. <br />F. Reporting. Provide DBEDT with the following reports: <br />• Monthly Progress Reports: Submitted every first Monday of the Month, <br />covering the prior Month, including the metrics as follows: applications <br />received, in progress, approved, denied, and grant amounts paid by ZIP code, <br />NAICS code, gender, and ethnicity. <br />• Legislative Report: To be submitted by November 27, 2026, summarizing <br />program activities, grant disbursements, outreach efforts, and any program <br />issues. <br />
