County of Hawaii Kona Low Business Recovery Grant Program Guidelines <br />Program Introduction <br />The two Kona Low systems that occurred from March 13-March 27, 2026 caused significant <br />material economic and physical damage to small businesses operating withing the County <br />of Hawai' i, creating an urgent need for targeted relief assistance. The State of Hawai' i has <br />appropriated funds to the Department of Business, Economic Development and Tourism <br />(DBEDT) to support economic recovery activities. DBEDT has partnered with the County of <br />Hawai' i, Department of Research and Development to administer these funds. <br />A total of $475,000 has been allocated to Hawai' i Island. <br />Program Purpose <br />The purpose of this program is to provide grant assistance to eligible businesses that <br />suffered storm -related physical damage and/or business interruption losses and that <br />continue to have unmet recovery needs not fully covered by insurance or other sources of <br />assistance. <br />Grant Award Levels <br />Grant awards shall be made based on the applicant's gross annual revenue as reflected in <br />the most recently filed federal tax return. Applicant must have 500 or fewer employees. <br />Tier 1: $5,000 Grant <br />o Businesses with gross annual revenue of $250,000 or less <br />• Tier 2: $10,000 Grant <br />o Businesses with gross annual revenue of more than $250,000 up to <br />$5,000,000 <br />All applicants must demonstrate storm -related unmet need and submit all required <br />supporting documentation. Award approval is subject to program eligibility, documentation <br />sufficiency, and availability of funds. <br />
