Specifically,the County
requested that EPA extend the schedule for the Kula'imano WWTP by five years and extend the
schedule for the Papa'ikou WWTP by three years.
Basis for Extension of Kula'imano WWTP and Papa'ikou Extensions
EPA finds that the County has shown good cause for modifying the Consent Order to extend the
schedules to rehabilitate and replace the Kula'imano and Papa'ikou WWTPs. EPA notes that the
Discharge Monitoring Reports submitted by the County indicate that both WWTPs have been meeting
their National Pollutant Discharge Elimination System (NPDES) permit effluent limitations. As
described in the Consent Order, the requirements to rehabilitate the treatment systems are based on
the need to improve the operation and maintenance of the facilities. EPA appreciates the County's
commitment to evaluate and schedule any necessary repairs to ensure the facilities will operate
effectively until they are rehabilitated and replaced.
ATTACHMENT A-2
