Glossary <br />The following list, arranged alphabetically, <br />provides definitions for planning terms used <br />throughout this document. The translations for <br />Hawaiian words are taken and adapted as <br />necessary from Ulukau, the Hawaiian Electronic <br />Library, available online at <br />https:ZZwehewehe.o a <br />Accessory Dwelling Unit (ADU) means a <br />structure or portion thereof designed and used for <br />single-family residential purposes and which can <br />be detached from or attached to an existing <br />residence, to be used for single-family occupancy <br />and containing one kitchen. <br />Action Committee (AC) is a citizen-com posed <br />committee established for an adopted community <br />development plan and administered by the <br />Planning Department. <br />Actions specify how a planning policy will be <br />implemented. Actions are meant to be refined <br />during the process of implementation in <br />consideration of available resources', more <br />detailed analysis, feasibility, and other factors. <br />Thus, these actions are not legally binding but are <br />meant to provide specific directional guidance for <br />plan implementation and to be implemented in <br />good faith. <br />Active Living Corridor is a planned or existing <br />linear space within a community designed to <br />promote physical activity, active transportation, <br />and community interaction. These corridors often <br />integrate pedestrian and bicycle infrastructure, <br />such as sidewalks, bike lanes, and trails, <br />connecting residential areas with key destinations <br />like parks, schools, shopping centers', and public <br />transit stations. The design of active living <br />corridors prioritizes safety,, accessibility, and <br />aesthetic appeal, encouraging residents to <br />engage in walking, jogging, cycling, and other <br />forms of active recreation as part of their daily <br />routines. These corridors contribute to public <br />health by facilitating active lifestyles and reducing <br />reliance on motor vehicles, thereby promoting <br />sustainable and vibrant urban environments. <br />Active Transportation (or non -motorized <br />transportation) refers to any way of getting from <br />place to place that is powered by human energy, <br />such as walking or cycling. <br />Adaptation is the process of observing changes <br />in social, environmental, and economic systems <br />and adjusting operations to meet present and <br />anticipated future needs. <br />Affordable Housing consists of dwelling units <br />that may be rented or purchased at cost levels <br />that can be afforded by persons or families who <br />are within the definition of "qualified households"' <br />and whose total household income is within the <br />affordable housing income guidelines, as defined <br />in the Hawaii County Code. <br />Agricultural Parks are areas set aside by the <br />State of Hawali, specifically for agricultural <br />activities to encourage the continuation or <br />initiation of such agricultural operations. The <br />State s Agricultural Parks Program makes land <br />available to small farmers at a reasonable cost <br />with long-term tenure. <br />Agricultural-Based Commercial Operations are <br />allowed on lands within the State Land Use <br />Agricultural District and includes a roadside standI I <br />retail activities, retail food establishment., <br />farmers' market, and food hub (in accordance <br />with HRS 205-2(d)(15)). <br />Agriculture Tourism (or agritourism) is tourism <br />related to experiencing and appreciating <br />agriculture products, settings., and lifestyles. <br />Agroforestry is the intentional integration of trees <br />and shrubs into crop and animal farming systems to <br />create environmental, economic., and social benefits. <br />Ahupua'a is a Native Hawaiian comprehensive and <br />holistic system of careship of biocultural and <br />sociopolitical systems and resources that are inclusive <br />of wao or horizontal bioregions. <br />`Aina is a Hawaiian term that means land or earth <br />that sustains and feeds the ecosystems and its <br />communities. <br />Alternative Energy refers to energy sources other <br />than fossil fuels.
