The initial General <br />Plan study program was conducted over a 36- <br />month period and completed by the Planning <br />Department with the technical assistance of <br />professional consultants in the fields of drainage <br />and flood control, historic sites, sewerage, <br />economics', and water. <br />The General Plan program is structured to <br />investigate, analyze, and evaluate concurrently <br />all aspects of the County under a common or <br />standard methodology. The preparation of the <br />General Plan involves the process of planning <br />and provides the opportunity to broaden the <br />base of citizen participation, review, and <br />understanding. The 1971 General Plan required <br />five- and ten-year comprehensive reviews and <br />updates. The reviews and updates are intended <br />to maintain the dynamism and flexibility of the <br />General Plan and to accommodate major <br />changes and trends that may occur within the <br />County. <br />The County initiated a review of the Land Use Pattern <br />Allocation Guide Map in 1978 that led to several <br />changes to the map. Other changes included the <br />addition of an Energy element and amendments to <br />procedures for the comprehensive reviews and <br />proposals for specific amendments to the General <br />Plan. <br />Figure 1 provides a glimpse into the CounLy I S historical <br />long-range planning initiatives. Since 1971, there have <br />been two subsequent comprehensive reviews of the <br />General Plan. The first was adopted in 1989 and the <br />second was in 2005. The adoption of the 2005 General <br />Plan identified the preparation of Community <br />Development Plans to further guide implementation <br />efforts. Significant public input helped guide the <br />development and 2008 adoption of the Kona <br />Community Development Plan, Puna Community <br />Development Plan, North Kohala Community <br />Development Plan, and South Kohala Community <br />Development Plan. These <br />topics have been considered in the General Plan <br />2045. On February 6, 2015J. the Planning Director <br />initiated the comprehensive review of the 2005 <br />General Plan. The comprehensive review process <br />involves many different stages, including <br />collecting community feedback, examining the <br />effectiveness of the previous plan, and research <br />and analysis of existing conditions and trends. The <br />comprehensive planning process requires a <br />systems approach in order to effectively integrate <br />key elements and develop a path for <br />implementation.
