HAWAII FIRE DEPARTMENT
KEAUHOU FIRE STATION
MAY 25, 1997
RE~EIYED
TO: FIRE CHIEF NELSON TSUJI ~IAY Z 9 1997
FROM: CAPT. JOHN DE MELLO
SUBJECT: PARKING ON KALEIOPAPA ST.
THIS MEMO IS IN RESPONSE TO YOUR LETTER REQUESTING INPUT
TO TWE FEASIBILITY OF A PARKING BAN ON KAIEIOPAPA STREET, FROM
THE LAUNCHING RAMPS TO KEAUHOU PIER.
WE, THE CAPTAINS OF KEAUHOU STATION BELIEVE THAT A FIRE
LANE IS DEFINITELY NEEDED IN THIS AREA. THERE HAVE BEEN
INCIDENTS WHERE WE HAVE RESPONDED TO ALARMS AND HAVE BEEN
BLOCKED BY PARKED CARS. FORTUNATELY, NO LIVES WERE LOST
BECAUSE OF THIS SITUATION. IT IS OUR OPINION THAT THE BAN ON
BOTH SIDES OF THE STREET SHOULD NOT HAVE ANY EXCEPTIONS,
BECAUSE AN ALARM CAN OCCUR AT ANY DAY AND TIME. PARKING ON
KALEIOPAPA STREET HINDERS OUR RESPONSE TO THESE ALARMS.
WE REALIZE THAT THE CREATION OF THIS FIRE LANE WOULD
RESULT IN AN INCONVENIENCE DUE TO THE LIMITED PARKING IN THE
AREA. AN ALTERNATIVE MAY BE FOR THE CUSTOMERS TO PARK AT THE
END OF KAM III ROAD. THIS WOULD REQUIRE A SHORT WALK ACROSS A
SANDY PORTION (VOLLEYBALL COURT) TO THE KEAUHOU PIER. THIS
WALK IS A SHORTER DISTANCE THAN THE WALK FROM THE LAUNCH
RAMPS TO KEAUHOU PIER.
IT IS ALSO OUR OPINION THAT PARKING, WITH THE EXCEPTION OF
LOADING AND UNLOADING CUSTOMERS AND EQUIPMENT, SHOULD BE
PROHIBITED ON KEAUHOU PIER. WE HAVE GONE TO INCIDENTS AT THE
PIER AND HAVE HAD TO BACK OUT TO THE LAUNCH RAMPS. WE WERE
UNABLE TO TURN THE VEHICLES AROUND BECAUSE OF THE PARKED
CARS ON KEAUHOU PIER. THIS IS ESPECIALLY DANGEROUS AT NIGHT
BECAUSE OF POOR LIGHTING CONDITIONS.
WE HOPE THAT THIS LETTER WILL ASSIST YOU IN THE COUNCIL
MEETING. WE APPRECIATE ANY ASSISTANCE IN PROVIDING BETTER
SERVICE TO OUR COMMUNITY.
RESPECTFULLY SUBMITTED,
CAPTAIN JOHN DE MELLO

ZOOI~J 3ZLL/([MS/QMM ~fF SggOM JI'I9Rd OC98T98 808 XV3 6T'80 Iild LB/OC!SO
