MEMORANDUM BELTC~LLINS <br /> TO: )im Bell DATE: December 19, 2000 <br /> FROM: Joe Vierra )OB NO.: <br /> <br /> SUB)ECf: Telephone Conversation With HELCO <br /> Queen Liliuokalani Trust Lands <br /> Hal Kamigaki of HELCO advised as follows. <br /> • If it was totally up to HELCO, they would prefer to keep it (easement) for its intended <br /> purpose (maintenance access) only; however, if all issues can be resolved, they will <br /> work with us to use their easement for other purposes HELCO's issues are: <br /> i They cannot accept liability for other uses of the easement. <br /> u They are worried about safety occasional DWS and HELCO maintenance <br /> vehicles are okay, but bikes and people could be a problem. The downhill <br /> grade is rather steep overall and could be an added danger to a bike rider <br /> Their standards are for slow-moving vehicles on unpaved roads, and even <br /> with partial paving by DWS, it may be dangerous for bikes. <br /> iu They feel that the homes along the easement could pose a problem. When <br /> we met on the easement issue with the homeowners, security and <br /> vandalism were of concern to them.
