IV. INSTITUTIONAL CONSIDERATIONS <br /> A. State Land Use <br /> The State Land Use Commission designates the property as Urban Therefore, no State <br /> Land Use Permitting action is required <br /> B. County General Plan <br /> The Hawaii County General Plan Land Use Pattern Allocation Guide (LUPAG) map <br /> designates the property as Low Density Within this designation some commercial uses are <br /> allowed, and there are other existing properties within this area that are zoned CN-20, <br /> which is similar to the zomng the applicants are requesting <br /> A General Plan amendment would not be required to allow the requested change of zone <br /> C. Community Development Plan <br /> In 1975, the Planning Commission, along with the County Council adopted the Ililo <br /> Community Development Plan (CDP) This document was adopted with the intention of <br /> helping to further define the General Plan and to provide some strategies for <br /> implementation of the General Plan The Hilo CDP Zone Guide Map shows a RS-10 <br /> zoning for this site <br /> However, this CDP is over twenty (20) years old, and the General Plan itself has been <br /> revised twice since that time Also, in the last twenty (20) years there have been many land <br /> use changes in the vicinity of the applicant's property such as shopping areas and <br /> commercial and industnal uses Given that these land use changes have taken place, it <br /> seems that the Hilo CDP may be somewhat obsolete <br /> D. Countv Zoning <br /> The County zomng of the site is RS-]0 The requested change of zone to CN-10 would <br /> allow the applicants to utilize their property as a boarding house rental A sirrular rezoning <br /> (RS-10 to CN-20) was recently approved for a parcel on Hinano Street, approximately <br /> one hundred (100) feet to the north of the subject property <br /> Any and all applicable zomng and building code requirements would be complied with <br /> E.
