South Hilo. Hawaii, TMK 2-2-34 95, reports as follows <br /> Bill No 24 amends Section 25-8-33 (City of Hdo Zone Map), Article 8, Chapter 25 (Zoning Code) of the <br /> Hawai' i Counn• Code, by changing the district classification for approximately 12,473 5 square feet of <br /> land from a Single Family Residential (RS-10) to a Neighborhood Commercial (CN-10) zoned district <br /> The rectangular-shaped subJect property, owned in fee by the applicants, is located on the west-side of <br /> Hinano Street, approximately 100 feet from the intersection with Kekuanaoa Street, directly across the Big <br /> Island Candies site The propem• is surrounded by a rock wall approximately 3 feet high The two-story <br /> duplex was constructed in 1937 and the records indicate that the first Floor dwelling has six bedrooms and <br /> the second floor has two bedrooms <br /> The applicants are seeking the change of zone to utilize the existing two-story dwelling as a boarding <br /> facility and possibly office rentals in the future The first Floor was approved as an ohana and on May 7, <br /> 1991 The applicants are presently caring for an elderly parent and are looking to relocate to a new <br /> residence due to the increasing difficulty in accessing the upstairs unit Plans indicate anon-conforming <br /> structure, as setbacks do not meet the required setback for the RS-15 zoned district, which are 25 feet for <br /> the front and rear, and 15 feet on the sides Upon approval, the downstairs would be converted to a <br /> boarding facility and the upstairs would be converted when the applicants secure a new dwelling <br /> The State Land Use designation is "Urban" The General Plan Land Use Pattern Allocation Guide <br /> <br /> (LUPAG) Map designates the area as Low Density Urban Development, which are used for single family <br /> residences, ancillary communih• and public uses, and convenience type commercial uses Pursuant to <br /> General Plan Amendment No 16, effective October 29. 1992 (Ordinance No 92-I 15), the area (roughly <br /> 122 ~ acres) bordered by Hualani Street, Kalanikoa Street (including parcels located on the eastern side of <br /> <br /> the street). Lanikaula Street, and Mililani Street, was re-designated from Medium Density Urban and <br /> Industrial to Low Densih Urban <br /> The Hilo Community Development Plan (CDP), adopted by Resolution in 1975 by the Planning <br /> Commission recommended that the area be maintained as RM-4 Boarding facilities are not allowed in the <br /> Residential (RS) districts, but are allowed in the Multiple-Family Residential (RM) and Commercial <br /> d istncts <br /> The subJect property is not located within the Special Management Area and is located approximately one <br /> mile from the nearest coastline <br /> The Agricultural Lands of Importance to the State of Hawaii (ALISH) classification is Urban <br /> Development The Land Study Bureau Soil Rating is Urban <br /> The USDA soil classification is Keaukaha, which consists ofwell-drained, thin organic soils overlying <br /> pahoehoe lava bedrock with medium runoff and slight erosion hazard <br /> PC-8 <br /> <br />
