<br /> amendment of our attimal control ordinance The Hawaii Island Humane Soct y and the West Hawaii <br /> Humane Society concur with this proposed evaluation <br /> <br /> At present, we have no county aritrrial control department, nor does the Auditor' Office, as they have <br /> <br /> made cleaz, possess technical expertise to the very special field of animal contro and shelter operations <br /> In recent years, our County's contract with the Hawaii Island Hitmane Soctety s received much publtc <br /> attentton, largely in West Hawaii Much of ttus attentton has been framed in al egattons and controversy <br /> With due respect for the opinions of some concerned citizens and advocates, I courage the Council to <br /> insist on a professtonal and objective assessment of our animal control contract, of a war of allegations <br /> First and foremost, we need a civil process and dialogue <br /> Several national organizations, such as the Humane Soctety of the United States and the National Animal <br /> Control Association among others, aze stalled and experienced in evaluating mu opal animal control <br /> <br /> programs They aze acknowledged to conduct thorough and professtonal evalua tons and presentation of <br /> findings <br /> Many to our cornmtuuty Gaze deeply about anunal control issues And there aze efferent schools of <br /> <br /> thought about the best approaches to dealing with these problems, particularly al overpopulation I <br /> welcome discussion and input from all citizens in an independent review One t rig is clear Wherever <br /> commtuuties successfully deal with amoral control issues, there is publtc-pnvat partnership, considerable <br /> good will, an ethic of decent treatment for animals, and respect for fellow cittze and neighbois <br /> I would like this evaluation to be a tool to build a positive understanding of the eeds of ottr anunal <br /> control program and the needs and resources of island humane society providers to order to foster <br /> improved county management and support for this vital service <br /> Your attentton and favorable consideration of this resolution will be sincerely a rectated. <br /> <br />
