2 <br /> <br /> B. Problems/Need: <br /> 1) The juvenile crime rate may not be as intense compared to other <br /> communities; yet the signs of juvenile delinquency and othtr risk <br /> behaviors are still visible. Because many adults and youth feel there is <br /> "nothing" do to in their neighborhood, youth will commute to places <br /> where they feel "the action is". Early influence of drinking is more likely <br /> to have early influence of being sexually active and/or use of drugs. <br /> With this broad view of youth needs, we will continue to develop the <br /> programs to address issue in order to maintain successful programs to <br /> deter youth from juvenile crime. <br /> The focus ~s to engage youth who are not yet involved with the juvenile <br /> justice system or who do not display chronic delinquent behaviors. This <br /> target of youth shows little visible signs of gang affiliation physical or <br /> emotional abuse, lack of academic success, but live in an environment or <br /> situation where positive adult role models lack presence. Studies on <br /> youth development suggest that most youth stay out of trouble most of <br /> the time because they are bonded, or tied, to an adult or an accepted norm <br /> of society, which is positive. Programs that fulfill the development needs <br /> of youth, and adults who provide positive influence for this youth <br /> enhance the bonding between each other. <br /> This youth population also needs support mechanisms or protective <br /> factors that helps guide them in making healthy beliefs, and clear <br /> standards of behavior offer protection from negative environment <br /> influences. Generally, healthy youths have resources in their family and <br /> communities that help them control their behavior and provide them with <br /> skills and opportunities to be successful. <br /> 2) The target population is youth ages 6-18 years old from the Hilo <br /> County area. <br /> 3) The Boys and Girls Club of Hawaii, Hilo Clubhouse will operate <br /> according to the following schedule. East Hawaii is the primary <br /> geographic area that the program will serve. Youth attending Hilo <br /> High and Intermediate and Hilo Union make up the largest <br /> population <br /> ¦ Schools Days: <br /> Mon-Fri 2:00 p.m. to 6:30 p.m. <br /> Saturday 9: 00 a.m. to 6:00 p.m. <br /> Sundays Closed <br /> Holidays 9.00 a.m. to 6:00 p.m. <br /> ¦ Vacation Schedule. <br /> Mon-Fri 8.00 a.m. to 6:00 p.m. <br /> <br />
