Except for the State-owned properties and C. Brewer lands, all but one of seven <br /> properties affected by the proposed right-of-way have been developed with residences. The <br /> proposed 80-foot right-of-way would reduce the width of the affected properties to at least 58 <br /> feet wide. Acquisition of the right-of-way and its construction along with a bridge across <br /> Wailuku River would be exorbitant in view of the built-up nature of the properties. A cost- <br /> benefit and public benefit analysis would probably conclude that this proposed 80-foot right-of- <br /> way is of very low priority for the City of Hilo and for the County of Hawaii. At the same <br /> time, the private property owners have been prohibited from utilizing their land to the fullest <br /> extent possible because the road right-of-way alignment placed restrictions on construction. <br /> Based on the foregoing, it is reasonable and fair to the public and to the private <br /> <br /> property owners to delete the proposed northern Komohana Street extension as reflected on the <br /> <br /> General Plan Facilities Map and the City of Hilo Zone Map. Other alternatives should be <br /> <br /> considered for the north-south traffic circulation between Honomu, City of Hilo and Keaau. <br /> Safe and efficient transportation systems to the Hilo Medical Center should also be considered <br /> <br /> when selecting an alternative route. <br /> -13- <br /> <br />
