ENFORCEMENT -GOAL <br /> Increase enforcement of laws to reduce the distribution, consumption and <br /> harmful use of alcohol to and by minors. <br /> OBJECTIVE #1 <br /> Collaborate with law officials and liquor cortunissioners to enforce more ngorous methods of <br /> enforcement to decrease underage alcohol consumption. <br /> ACTIVTTIES: <br /> l Develop efforts to increase the numbers and effectiveness of retail store compliance checks <br /> 2 Conduct penodic police sweeps in public parks or other known recreational areas in which <br /> youth aze known for frequent appearances (rave games) <br /> 3 Enforce laws regazding the retail sale of alcohol to minors. <br /> 4. Enforce laws related to pronding alcohol to minors via "shoulder tapping" stings. <br /> 5. Educate legislators and~udges about the need for strong laws and penalties for underage <br /> dnnking <br /> 6. Increase the use of "roadblocks" to apprehend and deter drink drivers. <br /> 7. Continuation of collecting baseline data, conducting stings and sweeps. <br /> 8 Improve enforcement of rave games. <br /> 9. Consider use of video surveillance equipment for compliance checks. <br /> 10 More representation of the courts, prosecutors, and police on the Enforcement Taskforce. <br /> 11. Work towazds having all merchants implement an electronic LD. cazd reader system <br /> 12. Develop a statewide enforcement ininaave that can be supported by the media campazgns <br /> EDUCATION, PREVENTION AND YOUTH INVOLVEMENT <br /> <br /> Very little has been done to evaluate the effectiveness of the existent education programs in <br /> <br /> Hawaii that focus on alcohol. There is a need to increase efforts to develop more programs that <br /> <br /> focus 75 percent or more on alcohol, provide greater coordination of these and other related <br /> <br /> programs, and integrate more prevention cumcula in schools. <br /> <br />
