<br /> The Honorable Chairman James Y Arakaki, et al <br /> Page 2 <br /> March 27, 2001 <br /> c Submit a revised draft to the County Councl by July 2000 <br /> Update The General Plan objectives have not been met Two rounds of public <br /> workshops have been held in nearly each distract The additional time spent for <br /> public input has deferred the submittal to the Planning Commission by a year The <br /> scheduled submittal date is now May 1, 2001 The anticipated date to submit to the <br /> Council is July 2001 <br /> 3 Work with the County Councl to adopt the comprehensive amendments to the <br /> Subdivision Code in the fiscal year <br /> Update The County Councl has deferred consideration of the Subdivision Code <br /> Before the Council resumes review of the Subdivision Code, the Planning <br /> Department intends to work on another draft of the Subdivision Code to address <br /> issues raised durang the General Ptan update (e g ,street standards) <br /> <br /> 4 Amend the department's Table of Organization to distingwsh the ministerial and <br /> planning functions in a manner that best serves the public <br /> Update The reorganization objective has not been met in that a revised Table of <br /> Organization has not been formally approved We are currently amending the Table <br /> of Organization to bolster West Hawau where the workload is increasing The <br /> present organization already distinguishes between administrative approvals by the <br /> Planning Director (e g , variances, subdivisions) and more discretionary approvals <br /> by the Planning Commission (e g ,use permits, SMA) We are actively filling <br /> vacanaes to restore the Department to full capaaty We have also budgeted for <br /> software, publications, and training to improve staff proficiency Improved public <br /> service should result from the staff reallocation to West Hawan, hinng to fill <br /> vacanaes, and staff development <br /> 5 Continue the administration and implementation of the Coastal Zone Management <br /> Program as required by State and Federal laws <br /> Update The Coastal Zone Management objective has been met The program has <br /> been actively administered and implemented throughout the 2000-01 fiscal year <br /> During the balance of the fiscal year and over the next fiscal year, the Coastal Zone <br /> Management Program will be used to inventory resources, study trends and <br /> impacts, and monitor indicators of change within the shoreline area and nearshore <br /> coastal waters In particular, efforts will be initiated to identify high-value natural and <br /> recreational resources, improve understanding of non-point source pollution, analyze <br /> adequacy of public shoreline access, and improve water quality monitoring <br /> programs Towards this end, we have recently applied for a CZM grant <br /> <br />
