<br /> department head's salary may be adjusted to the salary level of that appointee,
<br /> provided that effective the first Monday of December 2000, all department heads'

<br /> salaries shall be pursuant to the schedule herein. The mayor, for positions in the
<br /> executive branch, the council chair, for positions in the legislative branch, and the
<br /> prosecuting attorney, after the effective date of this ordinance, may move an
<br />
<br /> employee occupying a position covered by this executive pay plan beginning at
<br />
<br /> Step A or the employee's existing compensation level, whichever is applicable, at a
<br />
<br /> rate of no more than one step per fiscal year; provided that additional step
<br /> movements or raises shall be authorized only if approved by resolution of the council.
