BQueen0l rezplh-04/01 /01 <br /> COUNTY OF' HA~VA~I PLANNING I)EPAIZTMENT <br /> ~AC~i~ROUI~T~ _~P~T <br /> (QUEEN LILIUOKALANI TRUST <br /> ~IIANGE Q~ ZONE A~~LICATIOl~T fRF7 <br /> 01-OD31 <br /> QUEEN LILIUOKALANI TRUST has submitted an application for a Change of Zone <br /> by changing the district classification from Limited Industrial (ML-la) to Industrial-Commercial <br /> Mixed (MCX-20) for approximately 100.757 acres of land. The project area is located between <br /> the Queen Ka'ahumanu Highway and the Old Airport Road, north of the existing Kona Industrial <br /> Subdivision and east of the County's Kailua Park and the Old Kona Airport State Recreation <br /> Area, Keahuolu, North Kona, Hawaii, TMK: 7-4-8: Portion of 2, 68, 69 & 70. <br /> R~~~VANT BACKGRQUliTD INFQRIl~II~lTION <br /> 1. October 30,1980: The State Land Use Commission approved a boundary amendment <br /> from the Agricultural to the Urban District for the subject property. The County of <br /> Hawaii Planning Department provided testimony in support of the boundary amendment <br /> request submitted by the landowner, Queen Liliuokalani Trust (QLT). <br /> 2. December 21,1983: The Planning Commission approved Special Management Area <br /> (SMA) Use Permit No. 201 to allow the development of a 76-lot industrial subdivision <br /> comprised of 1 to 2-acre parcels and related improvements. The effective date of the <br /> SMA Use Permit was identified as the date of approval of the pending Change of Zone <br /> application. <br /> <br /> 3. February 10,1984: Effective date of Ordinance No. 84-9, which changed the district <br /> classification from Unplanned to Open (O) for 2.88 acres of land and Limited Industrial <br /> (ML-la) for 101.075 acres identified as TMK: 7-4-8: Portion of 2. The 2.88-acre area <br /> rezoned to Open would be set aside for the Queen Ka'ahumanu Highway future road <br /> right-of--way. Condition D of the ordinance stated that "Subdivision plans for the first <br /> increment shall be submitted within one year from the effective date of the zone change." <br /> Petitioner Kuakini Corporation, which had entered into a development agreement with <br /> QLT, represented that the industrial subdivision would be developed in three phases with <br /> the last phase to be completed in 1986. <br /> <br />
