Arakaki, Chairman <br /> <br /> and Members of the County Council <br /> <br /> Page 7 <br /> additional improvements as required by the State Department of Transportation and the <br /> County Department of Public Works, which are included as conditions of approval with <br /> this recommendation. <br /> The applicant installed a 1.0 million-gallon per day (mgd) potable water well and <br /> 1.0 million-gallon storage reservoir in Keahuolu above Mamalahoa Highway, which was <br /> dedicated to the County in 1997. Based on this contribution to the regional potable water <br /> supply system, the petitioner has stated that water and storage are available for the <br /> development. The petitioner has secured from the Department of Water Supply water <br /> commitments for the project area totaling 500 units or 300,000 gallons of water per day. <br /> The facilities charge was paid in 1995 and future water system improvements were also <br /> bonded at that time. It should be noted that the subject application indicates that the <br /> project will generate a maximum day demand of 357,350 gallons per day at full <br /> development, thereby exceeding its current water commitment allocation by <br /> approximately 96 units. As such, conditions of approval have been included with this <br /> recommendation to ensure that the petitioner secures water commitments adequate to <br /> service the development and meet DWS requirements. <br /> Wastewater from the proposed development will be disposed into the County's <br /> Kealakehe Wastewater Treatment Facility, in accordance with the requirements of the <br /> State Department of Health and the County Department of Public Works. If applicable, <br /> the applicant will also comply with the Department of Health's requirements for <br /> underground injection systems and secure NPDES permits for discharges into State <br /> waters. The applicant will also consult with the Army Corps of Engineers to determine if <br /> any permits are required for the project. Additionally, the applicant will abide by all <br /> applicable State and County air quality and noise level control standards during the <br /> pre-construction and construction phases of the project. <br /> Police services are available from the County's Police Station at Kealakehe while <br /> fire and emergency services are available from the County's Kailua-Kona Fire Station on <br /> Palani Road. The Kealakehe Police Station is located approximately 1 mile north of the <br /> project area while the Kailua-Kona Fire Station is located approximately '/2 mile <br /> southeast of the project area. In response to the subject request, the Police Department <br /> expressed concerns regarding the adequacy of the existing road infrastructure and its <br /> ability to serve the project area once it is developed. Under the current zoning of the <br /> subject properties, the previously approved 76-lot industrial development can proceed <br /> without the requested change of zone. Furthermore, the petitioner has and will continue <br /> to work closely with the State Department of Transportation on its proposed widening of <br /> Queen Ka'ahumanu Highway. It should be noted that the Fire Department had no <br /> comments on or objections to the request. <br /> <br />
