Adding a new <br />account clerk would improve our functional coordination <br />and operation and reduce disruptions in our revenue <br />collections. <br />County Construction Due to the large number of sewer connections which <br />Inspector need to be inspected, and the need to inspect small <br />construction projects in-house. However, a <br />to CE V <br />new CE V position is essential due to the new permit <br />requirements. Our new Hilo WTP NPDES Permit <br />requires that we "provide the requisite funding and <br />personnel to implement the pretreatment program as <br />provided in 40 CFR Section 403.8 (f)(3)". The <br />pretreatment requirements are very detailed and cannot <br />be handled by our existing staff. The addition of this CE <br />V position will help us avoid State DOH fines for <br />inadequate prdreatment programs. <br />What positions would you like to add, fill or fund that are not in your FY 98 budget <br />and why? <br />Unfunded Rationale <br />Position <br />Lab Tech I One of the conditions of our new NPDES permits is increased laboratory <br />testing. The need to monitor key characteristics of the wastewater <br />during the various stages of treatment has been expanded. This has <br />placed greater burden on our sole laboratory chemist.
