Arakaki, Chairman <br />and Members of the County Council <br />Page 9 <br />Wastewater generated by the proposed office use will be accommodated within <br />the existing cesspool currently servicing the two single family dwellings. Should an <br />individual wastewater treatment system be required, the applicant has committed to <br />provide such improvements. The Department of Public Works has recommended that the <br />applicant connect the property up to the County's sewer system. While the applicant <br />wishes to utilize the existing cesspools to accommodate the conversion of the existing <br />dwellings to offices, the County must ensure that its facilities are able to accommodate <br />any General Commercial use that may be permitted on the property. The applicant, <br />through information provided within its application, has not disclosed any long-term <br />plans for the subject property beyond the conversion of the two existing dwellings into <br />offices. We agree that it is reasonable to allow the applicant to continue using individual <br />wastewater treatment systems to accommodate the wastewater needs of the converted <br />dwellings, provided that the requirements of the Department of Health are complied with. <br />To accommodate any future development of the property, conditions of this favorable <br />recommendation will require that further development of the property beyond the office <br />conversions will require the connection of the subject property to the County's sewer <br />system. <br />Police services are available from the County's Police Station at Kealakehe while <br />fire and emergency services are available from the County's Kailua-Kona Fire Station on <br />Palani Road. The Kealakehe Police Station is located approximately 1 mile north of the <br />project area while the Kailua-Kona Fire Station is located approximately 1,000 feet to the <br />west of the project site. In response to the subject request, the Police Department stated <br />that the proposed development is not anticipated to have a significant adverse impact on <br />traffic or police services. The Fire Department did not express any concerns that the <br />proposed project will adversely affect its operations. <br />Electricity, telephone and cable services are currently available to the project area. <br />The Flood Insurance Rate Maps (FIRM) indicate that the property is located in <br />Zone "X", areas determined to be outside of the 500 -year flood plain. There are no <br />significant drainageways that adversely affects the subject property. While there are no <br />indications of surface water flow on-site, the applicant will be required to abide by all <br />applicable County guidelines for run-off generated by the development. <br />The predominant soil within the project area is classified by the U.S. Department <br />of Agriculture, Soil Conservation Service, as Pahoehoe Lava Flows (rLW). The project <br />site is not classified as having any agricultural importance on the State Department of <br />Agriculture's Agricultural Lands of Importance to the State of Hawaii (ALISH) Map and <br />soils within the subject property are classified as "E" (Very Poor) for agricultural <br />
