The subject request for reclassification is for land located within the <br />urban/retail/employment center of Kailua-Kona, and thereby conforms with the Land Use <br />Commission Rules which encourages urban developments in close proximity to existing <br />developments and in close proximity to existing services and facilities. <br />The subject property is or will be provided with all utilities and services that are <br />essential to accommodate urban development. Primary access to the project site is <br />provided by Henry Street, a County -maintained roadway maintaining a right-of-way of <br />80 feet. Henry Street is a 4 -lane, divided roadway with curbs, gutters and sidewalks. As <br />previously mentioned, access to the project site will be provided via an existing 60 -foot <br />wide easement that intersects Henry Street at a break in the median separating the travel <br />lanes. This break in the median will provide for left turns, although there is currently no <br />dedicated left turn storage lane as traffic approaches the access easement. The applicant <br />has stated that they will provide a dedicated left -turn lane should such improvements be <br />required by the County. The Department of Public Works has recommended that access <br />to and from Henry Street shall meet with their approval, including the construction of any <br />required channelization improvements within Henry Street. The Department of Public <br />Works also recommends that the access roadway within the 60 -foot wide access easement <br />located on the adjoining property be constructed to County-dedicable standards, including <br />the provision of curbs, gutters and sidewalks in areas of pedestrian traffic. This favorable <br />recommendation will be conditioned upon the applicant providing these roadway and <br />intersection improvements as may be required by the Department of Public Works. Also <br />recommended is the preparation of a Traffic Impact Analysis Report (TIAR) as may be <br />recommended by the Department of Public Works, for any increment of development <br />beyond the conversion of the existing single family dwellings into offices. The applicant <br />will be required to provide any improvements that may be recommended by the TIAR <br />and the Department of Public Works. This condition will ensure that traffic generated by <br />commercial use on the subject property will not have a significant adverse impact to <br />traffic along the access easement and Henry Street. <br />Water is available to the subject property via an existing 5/8 -inch water meter <br />located along Henry Street. Should a 1 -inch meter be required by the County, the <br />applicant has committed to provide such improvements to the water system. The <br />applicant concludes that the existing 5/8 -inch water meter is sufficient to support the <br />proposed office use. The Department of Water Supply does not have any comments or <br />objections to the request. <br />Wastewater generated by the proposed office use will be accommodated within <br />the existing cesspool currently servicing the two single family dwellings. Should an <br />
