PROGRAM AND BUDGET REVIEW QUESTIONNAIRE <br /> Fiscal Year 1997-9B (FY98) <br /> DEPARTMENT: Research and Development <br /> <br /> A. PROGRAMS <br /> 1. IDENTIFY NEW GOALS AND OBJECTIVES REFLECTED IN YOUR FY98 <br /> BUDGET AND THE RATIONALE AND AUTHORITY FOR IMPLEMENTATION. <br /> Agriculture <br /> New Goals: 1) To encourage infrastructure and <br /> technology necessary for the production, processing and <br /> marketing of Big Island agricultural products; 2) To <br /> expand the market of Big Island agricultural products at <br /> the local, national and international level; 3) To <br /> facilitate in the County's efforts in the formulation of <br /> County policies relating to the development and <br /> preservation of diversified agriculture on the island. <br /> New Objectives: 1) To work with Corporation Counsel in <br /> drafting County ordinance to address the eradication of <br /> noxious weeds, pests and disease which are injurious to <br /> Big Island's agriculture; 2) To work with the County <br /> Council and Planning Department in drafting policy to <br /> preserve important agricultural lands on the island; <br /> 3) To increase the efficiency of Big Island agriculture <br /> product promotion by encouraging collaborative marketing <br /> efforts by community groups and the tourism industry; <br /> 4) To participate and/or co-sponsor ten agricultural <br /> festivals, shows or fairs to promote locally-produced Big <br /> Island products throughout the State; 5) To oversee the <br /> construction of the Ka'u agriculture water system. <br /> On-going Objective: To provide four supplemental <br /> research grants for the development of new products <br /> and/or new production and processing technologies. <br /> Economic Development <br /> On-going Goal: In general, to create an environment <br /> which is conducive to the creation and attraction of new <br /> businesses, and which contributes to the success and <br /> expansion of existing businesses. 1) To assist existing <br /> businesses in expansion, diversification and ability to <br /> compete; 2) To encourage the development of new industry <br /> in Hawaii County; 3) To seek development of an <br /> environment which is conducive to small business startups. <br /> New Objective: To assist the dislocated individuals in <br /> Ka'u via an integrated program of education and training. <br /> On-going Objectives: 1) To market the Hilo Foreign-Trade <br /> Zone and seek full utilization of the FTZ, including the <br /> remaining 25 acres of adjoining land; 2) To designate the <br /> final enterprise zone for Hawaii County; to continue <br /> marketing of the zones; and to provide updates on <br /> enterprise zone developments for interested parties; <br /> <br />
