PROGRAM & BUDGET ~~VIEW QUESTIONNAIRE <br /> PAGE 4 <br /> <br /> MARCH 6, 1997 <br /> LEPC - LOCAL EMERGENCY PLANNING COMMITTEE required under <br /> Federal and Hawaii State Emergency Planning and <br /> Community-Right-TO-Know Act. As Lead Agency follows <br /> mandates of the law with regard to Hazardous Materials. <br /> HSERC - HAWAII STATE EMERGENCY RESPONSE COMMISSION, <br /> County's representative to state entity which under Hawaii <br /> State Emergency Planning and Community-Right-To-Know Act <br /> oversees the LEPC functions and works through the <br /> Department of Health. <br /> SAFETY VIDEOS available to all County employees. A <br /> variety of safety subject matters are available on video <br /> cassettes to assist in training conducted by the Safety <br /> Department or loaned to departments for employee training. <br /> STANDARD FIRST-AID AND CPR required by HIOSH. Training is <br /> coordinated using various agencies. Currently relies on <br /> the Fire Department and P & R Water Safety Division of the <br /> County to keep costs down. <br /> FIRE DRILLS scheduled by various departments through the <br /> Fire Department. This test is to check the safety <br /> response of the employees. <br /> BLOOD PRESSURE SCREENING assisted by the Fire Department <br /> personnel is provided to all employees as part of the <br /> County of Hawaii Safety and Health Week. <br /> HEARING CONSERVATION required by HIOSH noise abatement <br /> through equipment modification and protective devices. <br /> Checks are conducted by County Physicians when requested. <br /> Monitoring of noisy work stations may be conducted during <br /> inspections. <br /> PERSONAL PROTECTIVE EQUIPMENT includes a number of items: <br /> helmets, shoes, gloves, glasses, respirators, hearing <br /> protectors, outer work clothing, rainwear, rubber boots, <br /> vests, goggles and masks. <br /> VELOMETER READING required by HIOSH uses an instrument to <br /> check the condition of air flow in lab testing <br /> facilities. Improper air flow may result in injury. <br /> COORDINATE HIOSH INSPECTIONS AND TRAINING with the <br /> cooperation of the consulting branch of HIOSH to conduct <br /> courtesy inspections as well as provide training. This is <br /> a preventive program. Violations can cause injury to <br /> workers and fines by the Enforcement Branch. <br /> CHLORINE SAFETY required by HIOSH is conducted by the P & <br /> R Aquatics and P.W. Waste water personnel who are trained <br /> to prevent injury and possible death to employees and the <br /> public in areas where chlorine is used such as public <br /> swimming pools, water and waste water treatment <br /> facilities. Coordination and compliance checks are done <br /> by Safety. <br /> <br />
