PC-l 7 Page 2 March 20, 2001 <br /> <br /> The subject property is not situated within the Special Management Area (SMA) and is <br /> <br /> approximately one mile from the nearest shoreline. <br /> The Soil Conservation Service Soil Survey Report classifies soils within the project site as <br /> Malama extremely stony muck, which consists of well-drained, thin, extremely stony organic <br /> soils over A'a lava with rapid permeability, very slow runoff and slight erosion hazard. This type <br /> of soil is used for woodland, pasture and orchards. The Land Study Bureau's Detailed Land <br /> Classification is "E" (Very Poor) for agricultural productivity. The ALISH System classifies the <br /> soils as "Other Important Agricultural Lands", which includes lands other than Prime or Unique <br /> agricultural land that is also of statewide or local importance for agricultural uses. <br /> The subject property is located within Zone "X", an area determined to be outside the 500-year <br /> tlood plain. <br /> The U.S. Geological survey has categorized the subject property as being in Zone 1, which has <br /> <br /> the highest severity of hazard because it includes the summits and rift zones of Kilauea and <br /> Mauna Loa where vents have been repeatedly active in historic time. <br /> Surrounding properties to the south are zoned Open and Agricultural (A-la). The property to the <br /> southeast was rezoned from Open to Agricultural (A-Sa) in 1991. The property to the east was <br /> rezoned from Open and Agricultural (A-la) to Family Agricultural (FA-2a) in 1999. <br /> Immediately to the south and the southwest are Vacationland Hawaii II lots which are zoned <br /> Agricultural (A-la) and approximately 5 acres in size. Further south lie Vacationland Hawaii I <br /> with lots zoned Single Family-Residential (RS-10) and ranging approximately 8,000-9,000 <br /> square feet in size. The Kapoho Beach Lots subdivision to the southeast is zoned Single-Family- <br /> Residential (RS-10). There is a large 140-acre parcel bordering Vacationland Hawaii II to the <br /> north which is zoned Open (O) and within the State Land Use Conservation District. <br /> Access is from Moani Road (also known as Kapoho Beach Road), a County road that is paved <br /> with an approximate pavement width of 26 feet, then turning onto Ililani Road, a 15' red cindered <br /> private road within a 40 feet right of way. <br /> County water lines run along Moani Road and end in the vicinity of the Moani/Ililani Roads <br /> intersection, which is approximately 2,600 feet from the subject property. According to the <br /> Department of Water Supply, water for one dwelling on the subject parcel is available from the <br /> existing 8-inch pipe, but the subject parcel does not have a water service with them. <br /> According to the Department of Health, wastewater will be disposed of through a septic tank <br /> system, which has to be installed. <br /> Bill No. 32, Draft 2, which corrected the acreage of Parcel 2 in the metes and bounds from 2.16 <br /> acres to 0.216 acre, amended the word acres to acre on the map, and inserted the standard <br /> language in Condition F, was approved by Your Committee. <br /> PC-17 <br /> <br />
