County Council Members <br /> Page 5 <br /> 5/8-inch meter on Puainako Street. The applicant is proposing to utilize a septic tank <br /> system to dispose of wastewater. The Hilo Police Station is located approximately 2 <br /> miles from the site, and the Central Fire Station is located on Kawailani Street, <br /> approximately 1 mile south of the property. All other essential utilities and services are <br /> available to the site. <br /> The project area has no severe geological or topographical problems which cannot <br /> be properly rectified or which would render the land unusable. The Federal Emergency <br /> Management Agency Flood Insurance Rate Map (FIRM) designates the project area <br /> within Zone X, areas determined to be outside the 500-year flood plain. The project area <br /> is also located more than four and a half miles from the coastline and as such, outside of <br /> any tsunami inundation area. <br /> Based on the foregoing, approval of the Change of Zone request from RS-15 to RS-10 <br /> would result in an appropriate land use pattern that will further the public convenience, <br /> necessity and general welfare. <br /> <br /> For your favorable consideration, an amendment to Section 25-8-33, the City of Hilo Zone Map, <br /> of the County Zoning code is transmitted. <br /> We are enclosing a copy of the staff background for your information. <br /> Sincerely, <br /> Geraldine M.
