REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS & <br /> INTERGOVERNMENTAL RELATIONS <br /> DATE: June 19, 2001 RE: COMM. NO. 238/ BILL NO. 71 <br /> PLACE: Councilroom <br /> TIME: 9:10 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication No. 238 and attached Bill <br /> No.71, reports as follows: <br /> The purpose of Bill No. 71 is to amend Chapter 24 of the Hawaii County Code 1983 (1995 Edition), relating to Vehicles and Traffic <br /> by placing restrictions on certain vehicles on Pakalana Street and Waipio Valley Access Road in Hamakua. <br /> Communication No. 238 is from Dennis Lee, Director of the Department of Public Works, dated May 24, 2001 transmitting Bill No. <br /> 71 for the Council's review and consideration. In his letter, Mr. Lee states that the current weight limit restrictions on the above <br /> streets are too low and should be increased to allow a 1-ton capacity truck. Mr. Lee also reports that both the Hamakua Safety <br /> Council and Hamakua Police Department concur with these proposed changes. <br /> During discussion, Councilmember Yagong proposed several amendments to Section 2 of the bill In addition, Councilmember J. <br /> Curtis Tyler further amended Section 2, E. The final amendments to Section 2 read as follows: <br /> 2. A. Restricted to all-wheel drive vehicles only. <br /> B. Any vehicles with a gross vehicle weight rating (GVWR) of more then ten thousand pounds shall not travel <br /> on this road. This restriction shall not be applicable to utility, emergency or delivery vehicles providing <br /> services to business establishments and residents in Waipio Valley. <br /> C. Vehicle shall be engaged in all-wheel drive mode. <br /> E.
