b' <br /> A comment on the issue of our county lands at Hamakua. First, as <br /> mentioned, these lands belong to the people, therefore our <br /> elected members of our county government should bear in mind the <br /> phrase, "highest and best use", to derive as much income or <br /> improvements for those who pay the taxes to keep our county in a <br /> very fit way. I am one who believes that in this era we can not <br /> have enough parks for locals and our visitors to play. Having <br /> always been involved in ranching, I can only sympathize with <br /> those, including myself, who would like to lease those lands for <br /> pasture. However, we know there is not much money to be gathered <br /> through rents from the few of us who might become lessees. Yes, a <br /> certain amount of those Hamakua lands should go towards <br /> expansion, purchasing etc. of land for public use. Example: We <br /> have no real shooting ranges, we have no areas where one can run <br /> dogs or ride horses. In this age, beaches can be built (get a <br /> flat piece of lava along the shore and dredge a lagoon, leaving a <br /> natural breakwater, then pump in sand from off shore). A simple { <br /> solution is to trade off some of this land to expand and improve <br /> Yet T o <br /> parks that really need it. One such park is Kahalu'u Beach which «~~=~ta <br /> is a total mess. Storms in 1980, 82 & 92 dame ed the natural ti'~ <br /> g ~r ~ a <br /> breakwater enough to cause massive sand erosion that has been~"~; <br /> ongoing through these years. Believe me, the Alii of old would <br /> <br /> ' never have allowed this erosion of Kahalu'u to continue. They ~ <br /> r.~: <br /> would have studied the situation and corrected it. A sandy beach <br /> was a treasured place, especially on the Kona coast, for the <br /> beaching of the many canoes that were needed to feed a very <br /> populated Kona area. Any remaining land could be rented for <br /> "recreational ranching", meaning the pastures carrying capacity <br /> could be set in a manner that would not require over all fencing <br /> but would be controlled by proper grazing rotation. The land ~ ~ <br /> could be open for recreational use such as horseback rides, <br /> running one's dog, fishing and camping along the coast, a <br /> shooting range and who knows, maybe a 10-15 room lodge for the <br /> public and our visitors alike to escape. Unfortunately, this area <br /> would primarily benefit the East Hi. resident but it could also <br /> be the leading factor to where West Hi. could get something ~ ~ <br /> a ~ -=c <br /> duo= ~ <br /> ~ ~ <br /> C~ K~ ~ <br /> <br />
