Sole Source Procurement of Services and Products <br /> Grantee shall not use sole source means of procurement unless the Economic <br /> Development Administration (EDA), upon request by Grantee, grants permission to do <br /> so. Such permission will considered case by case, and any expenses for sole source <br /> procurement incurred without permission will neither be allowed as charge(s) to the grant <br /> award nor accepted as match. <br /> VIII. Report on Unliquidated Obligations <br /> Each year that the grant is in effect the Recipient must submit a status report on <br /> obligations accrued in or for the project but not reimbursed as of September 30 of that <br /> year. This report will be made on SF 269A (Financial Status Report) and submitted no <br /> later than October 30 of that year. <br /> Economic Development Administration shall provide instructions for submission of the <br /> report by September 1 of each reporting year. Failure to submit this report could result in <br /> penalties including the suspension of the grant. <br /> VII.
