Yuen
Planning Director
25 Aupuni St., Itm. 109
Hilo, ICI 96720
Dear Director Yuen:
Thank you for conveying to me the results of my meeting with your Piaaflning
Commission on August 21, 2001. I deeply appreciate your sharuag all dac unique and
complex- features of tax map key 2-8-13:4. The bottom line seems to be that laS-7.5
zoned area must be change to urban even though one fifth of the property is already
designated Low Density Urban.
The reason I requested Ndedium Density Urban on the L.UPAG 1VIap is that there is only
one T1d1IC 2-8-13:4 for this 130 acre property, which I purchased to help house senior
citizens. Your description of assisted living facilities for those who require it including
"the necessary activities for daily living" was masterful, As you stated so clearly, senior
citizens do not require constant care. The only dflfference I am proclaimang is not to put
these CfltflzenS fln one big buflldflng, but spread them out in single units to enjoy the great
outdoors on the Ililo Coast and offer small gardens with every unit, In this way our
senior citizens will have a more active life, which helps them be well and stay well in a
small community. This endeavor will be far different from a nursing home and wih
require more land with good topsoil for senior citizens who would grow Ilowers,
vegetables, and fruits.
I do not have a staff helping me, so I was thankful to learn that in an IZS district, "Group
living facilities are defined as a facility that is licensed by the State to do adult residential
care for-daily living, personal care service, protection, and health care service for citizens
who do -not require professional health services." I like to say it in just five words - a
wellness facility for senior citizens, but I need 1Vlediuxn Density Urban to fulfill these
requirements. Social life for senior citizens is a necessity for a successful wellness
program.
I believe that your Planning Commission has a unique responsibility every ten years
when the County (General Plan is reexamined. It is not about all the old regulations,
which you review regularly during the year, but about our future for the next ten years. I~
is all about vision and the way changes are to be made to make Hawaii a better place to
