Any failure, refusal or neglect to obtain a permit as <br /> required by this chapter shall be prima facie evidence that a public <br /> nuisance has been created in connection with the erection, construction, <br /> ealargement, alteration, repair, movement, improvement, removal, con- <br /> version or demolition, equipging, use, occupatioxx or rzaintenance of a <br /> building or structure erected, constructed, enlarged, altered, repaired, <br /> moved, improved, converted or demolished, equipped, used, occupied or <br /> maintained contrary to the provisions of this chapter.
