T0: Leningrad Elarionoff and all Members of the Hawaii County Council <br /> FROM: North Kohala Community Groups and many Individual Citizens <br /> Cc: Mayor Harry Kim <br /> Planning Director Chris Yuen <br /> Senator Lorraine Inouye <br /> Na Ala Hele <br /> May 27, 2001 <br /> Re: MORATORIUM ON SUBDIVIDING AND BUILDING DEVELOPMENT TO 8E PUT <br /> INl"O PLACE FROM KAWAI~iAE TO POLOLU VALLEY MAKAI OF AKONI PULE <br /> HIGHWAY. <br /> We urge the County Council to implement and put into effect a <br /> moratorium to stop any and all subdividing and/or building developments <br /> on the North Kohala coastline until the following resolutions and citizen <br /> petitions have been addressed: <br /> [1 ] S.C.R. No. 179, H.®.1, 14th Legislature, 1988. <br /> [2). Petition signed by 5,650 citizens to halt development on the <br /> North Kohala coastline until "a thorough study can be done." 1988. <br /> [3] Planning Committee of the County Council, Resolution 6/14/89. <br /> [4] Kohala Community petition submitted 10/30/00 and <br /> resubmitted 3/16/01. In a period of 16 days, 636 citizens signed <br /> this petition to protect the North Kohala coastline. <br /> [5] S.C.R. No. 146, S.D. 1, the most recent Resolution passed. <br /> [6] Testimony provided by the D.L.N.R. Backing S.C.R. No. 146. <br /> All of the above adds up to a consensus mandating the Hawaii County <br /> Council to implement and put into effect a moratorium to stop <br /> subdividing and building developments on the North Kohala Coastline. <br /> <br /> This will allow the appropriate state, county and North Kohala community <br /> groups to meet and develop a comprehensive plan to protect and <br /> preserve the North Kohala coastline from inappropriate developments. <br /> We are aware of and support K.A.K.0.0.'s letter urging a like moratorium. <br /> <br />
